The article clearly covers the nation state view, but is sourly lacking in the area of asymmetrical warfare. Iran has shown itself to be a master in the area of proxy warfare. The great danger of Iran possessing nuclear weapons is that they will make those weapons available to non-nation state actors for whom MAD is not a deterrent. That does not require that Iran be a non-rational actor, only that it refuse to play in the arena where Israel and the United States hold a military advantage.
New York would be a natural target for a non-governmental proxy to attack with a nuclear weapon. How good are the U.S. coastal defenses against such a weapon deployed on a private vessel? How porous is the border of a nation which has allowed 25 million undocumented workers to broach its borders? This is the real danger of Iran possessing nuclear weapons.
