		<description>It would be nice if they could disobey and make the city force them to stop.  Unfortunately, I think the way it is set up is that they have contracts / grants from the city to provide these services.  The city will just not renew the contract if they refuse to comply.  That&#039;s a problem when you accept government contracts -- eventually the Lilliputians start throwing one little thread after another around you until you discover that they actually do have the power to tell you what to do.  I don&#039;t believe the city has the power to tell them they can&#039;t provide services, the city just won&#039;t pay them to do it anymore.  (Although, with things like adoption, organizations need licenses.  As in Boston, they can refuse to renew the license.)  Without the government funding, Catholic Charities will probably have to lay off staff.</description>

Is Catholic Charities going to discontinue its level of social services in the District of Columbia?
