Can you point the where it says congress can do this? Can you point to where it says congress can order you to buy health care, else pay a fine? If not, the first step would be to amend the constitution to give the power to the federal government. No other question should precede this. If you can't explain where the authority comes from, you need to go get it, not just assume it. Congress people swore an oath to defend the constitution. If they can't explain where the authority comes from, they would be breaking their oath to attempt to do it anyway.
