Most referenda are worded so that our all-too-functionally-illiterate populace doesn&#039;t really know what is being refered to their opinion. Some ballot measures are cunningly worded (as with this euphemistically titled ordinance) so as to take advantage of the illiteracy.

Why do you think the kind of stupid slogans proffered this past political campaign made such a hit even among those in COLLEGE?!?</description>
